Early Dawn Microfinance Company Limited (DAWN) was one of the earliest MFIs established in Myanmar. Accion International, FMO, and Triodos Investment Management formed a consortium and invested in DAWN to establish it as a premier institution. DAWN is registered with the Ministry of Planning, Finance and Industry and operates with a deposit-taking license granted by the Financial Regulatory Department. DAWN has grown to be one of the largest MFIs in Myanmar, currently serves over 290,000 clients in 69 branches in Myanmar with around 1000 employees with plans to expand to new regions, to serve additional segments of clients, with new and better products and services, to introduce innovations based on technology, and with an obvious need for additional departments and positions.

We are seeking to hire a talented Chief Information Officer to lead the development of the businesses’ digital strategy, implementation and the delivery of multiple technology solutions across the business, by ensuring consistency in delivery approach. Duties and Responsibilities:

1. Digital Strategy Planning (20%)

• Review and Upgrade Dawn’s existing systems and IT infrastructure quarterly
• Define the area to digitize and develop digital transformation strategy
• Develop the IT strategy and roadmap with the clearly defined phases of implementation

2. IT Governance and Compliance (20%)

• Strengthen the existing IT general controls and develop additional controls where required
• Develop IT compliance awareness program across the organization

3. Information Security and Management (20%)

• Managing the organization’s data and customer data to secure and comply with the regulatory requirements and organization’s policies
• Establish, implement, and ensure compliance with an information security program
• Review and develop regularly on data sharing and data access management policies
• Develop security protocols to protect the data from threats and data privacy issues

4. IT budget and Human Resource Management (20%)

• Overseeing the IT department budget and making yearly budget plan
• Develop IT cost optimization plan and efficient utilization of IT system resources
• Plan for technical training plan for IT team members

5. Business continuity Support (20%)

• To make all the users have the most reliable IT infrastructure and systems
• To plan BCP and run BCP testing or drills regularly then keep BCP test records

Key Qualifications:

• Education:

• • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or related field. An MBA or advanced degree in a relevant discipline is preferred.

• Experience:

• • Minimum of [10+] years of experience in IT management, with at least [10] years in a senior leadership role such as CIO, CTO, or VP of IT.
  • Proven experience in leading digital transformation initiatives and managing large-scale IT infrastructure, networks, and applications.
  • Expertise in IT governance, compliance standards, and information security management, including knowledge of relevant regulations.
  • Extensive experience with IT budgeting, resource planning, and procurement processes.
  • Strong background in business continuity planning, disaster recovery, and crisis management.
  • Having experiences in project management and financial sector is a plus

  • Experience in leading cross-functional teams and aligning IT with business priorities.
