JOB PROFILE

Job Title : Human Resources Specialist (Recruitment)
Location : Head Office, Yangon  (frequent travel to the field as required)
Number of Position : One (External)

Reports to : HR Manager
 JOB PURPOSE

The purpose of this position is to support and carry out human resources functions within DAWN. The candidate will be required to work independently, and build and maintains effective relationships with team and colleagues across all departments.

JOB DESCRIPTION

 Recruitment & Selection

  • Oversee the whole recruitment procedures, practices, strategic recruitment, and headhunting
  • Perform as HR representative in the interview panel
  • Ensure the recruitment process is fair and transparent as per HR policies for Dawn Microfinance
  • Undertake to check references, and job offers and prepare contracts according to the supervisor’s guideline
  • Compile personal data information and update it regularly
  • Record interview information and update the recruitment tracker regularly
  • Handle all advertisements, initial screening of applications in close collaboration with hiring department/sectors, regional and branch offices, and schedule interviews
  • Conduct staff orientation and timely induction to new staff on DAWN policies and procedures
  • Oversee resignation and end of the contract are properly processed
  • Support in responding to staff concerns and grievances and facilitate disciplinary procedures by Dawn policies, implement and monitor improvement action plans as necessary
  • JDs are in place by utilizing the standard template and are updated promptly.
  • Maintain an accurate recruitment tracking system monthly.
Employee Relation

  • Coordinate with other departments and regional managers, branch managers for staff information and issues
  • Assist HR Manager with Performance Management Process whenever necessary
  • Recommend policy changes, keep policy manual updated and ensure staff understand all the policies
  • Conduct employee climate survey and analyze the data and draft report to Head of Department.
  • Make sure notice time from employees is consistent with labor law Discover underlying issues and problems behind each staff leaving and follow up on actions regularly. Annual Employee Exit Report to Department Head.
  • Organize other ER-related tasks under guidelines as necessary

Policy and Compliance

  • Support implementation of overall HR-related policies
  • Comply with all relevant policies and procedures with respect to health and safety, security, equal opportunities, and other relevant policies in carrying out job responsibilities
  • Maintain confidentiality on human resources matters
  • Remain familiar with all labor laws and ensure compliance
  • Communicate and coordinate HR issues with respective area offices required

 PERSON SPECIFICATIONS

–         Bachelor’s degree, HR Diploma, or relevant education

–         Minimum 4 years of professional working experience in the HR field

–         Proven team working ability

–         Maintain confidentiality on human resource matters

–         High sense of personal integrity, discretion, and good judgments

–         Commitment to and understanding of DAWN’s aims, values, and principles

–         Computer proficiency in word and excel

–         Good communication skills, including good working knowledge of English (spoken and written)

–         Must be able to travel
